Delta Air Lines and US Airways on Monday reported that they have negotiated agreements to transfer takeoff and landing slots at LaGuardia and Reagan National airports, respectively, to other carriers. The revised offer is an attempt to satisfy concerns by federal regulators over a previously proposed slot transaction. Yesterday, Delta offered to give up 15 of the 20 slot pairs ordered by the DOT, while US Airways said it was willing to sell five of the 14 slots regulators were seeking. Both carriers said they would sell their slots to hand-picked buyers, eliciting a protest from Southwest Airlines, which was shut out of the sale. Southwest immediately filed a response to the Delta-US Airways offer, arguing that the DOT should enforce its original divestiture goals and that the slots should be sold at auction rather than in privately negotiated deals.
