Elderly offenders are a neglected but significant segment of the offender population. This segment can be classified as neglected because, historically, relatively few older people enter the criminal justice system. They are significant because the needs of elderly offenders differ from those of younger arrestees and inmates. With the aging of the baby-boom generation, the number of elderly offenders may rise dramatically over the coming years. This, in turn, may lead to increasing numbers of elderly inmates inhabiting a system never intended, designed, nor sufficiently modified to accommodate them.
